The Federal Motor Carrier Safety Administration (FMCSA) next month holds two public listening sessions about the potential benefits and feasibility of âbeyond complianceâ incentives for carriers.
The sessions will be held:
- Tuesday, Jan. 12 at the Kentucky International Convention Center in Louisville, Ky., from 9:30-11:30 a.m.
- Sunday, Jan. 31 from 2-4 p.m. at the Georgia World Congress Center in Atlanta
A section titled âbeyond complianceâ in the FAST Act highway bill requires FMCSA to develop and implement an incentive system for carriers that gives credit in the Compliance, Safety, Accountability (CSA) programâs Safety Measurement System or some other way in the CSA program to carriers who do one of several things in their safety investments and operations.
During the meetings, FMCSA wants to know the views of the public on the concept of a âbeyond complianceâ program with any data or analysis to support it, with regard to the three following areas:
- What voluntary technologies or safety program best practices would be appropriate for beyond compliance?
- What type of incentives would encourage motor carriers to invest in technologies and best practices programs?
- How FMCSA would verify that the voluntary technologies or safety programs are being implemented.
FMCSA is seeking comments on the potential program, which can be submitted by searching Docket No. FMCSA-2015-0124 at www.regulations.gov.
