The results are in from the recent International Roadcheck inspection blitz of commercial vehicles held May 12-14 in North America.
After 54,575 inspections were conducted in the U.S., Canada and Mexico, the Commercial Vehicle Safety Alliance reports 10,350 trucks, 3,184 drivers were placed out of service for a variety of violations.
Inspectors found 11,952 vehicle out-of-service violations in the U.S., 1,923 in Canada, and 49 in Mexico.
Inspectors identified 3,806 total driver out-of-service violations in the U.S. and 163 in Canada. Mexico reported no driver out-of-service violations.
(Vehicles and drivers may be found to have more than one out of service violation.)
During 2025's Roadcheck, inspectors discovered 13,553 vehicle, 3,317 driver and 177 hazardous materials/dangerous goods out-of-service violations, and placed 10,148 commercial motor vehicles and 3,342 drivers out of service.
Driver Violations
The top reason a driver was issued an out-of-service order was for not having a medical card, accounting for 1,072 (27%) of all driver out-of-service violations, all in the U.S.
Other driver out of service violations included:
- hours of service, 929 (883 in the U.S.)
- no commercial driver's license, 620 (614 in the U.S.)
- English language proficiency, 361 (all in the U.S.)
- false duty records, 266 (214 in the U.S.)
The driver violation focus for this year’s Roadcheck was on electronic logging device tampering, falsification or manipulation. Inspectors issued 146 out-of-service orders for ELD tampering, making it the seventh most-cited driver out-of-service violation in North America.
During Roadcheck, 667 seat belt violations were issued. It is illegal in Canada, Mexico and the U.S. for commercial drivers to not wear their seat belt.
Vehicle Violations
The top vehicle out-of-service violation in North America was for brake systems. Inspectors identified 3,379 out-of-service brake system violations, or 24.3% of all vehicle out-of-service violations.
In addition, the third most-cited vehicle out-of-service violation -- 2,072 -- was for 20% defective brakes, which is when 20% or more of the vehicle’s (or combination of vehicles) brakes have an out-of-service condition. Combined, there were 5,451 brake-related out-of-service violations (brake systems and 20% defective brakes), accounting for 39.1% of out-of-service vehicle violations.

The vehicle violation focus this year was cargo securement, which was ranked fourth out of all vehicle out-of-service violations in North America. Inspectors identified 1,724 cargo securement out-of-service violations.
HM/DG Inspections
Officers conducted 2,590 inspections of vehicles transporting hazardous materials/dangerous goods (HM/DG) and identified 368 vehicle out-of-service violations and 63 out-of-service driver violations.
