Briefly: Arkansas law requires all truck drivers to read, write, speak English

On Monday, Arkansas Gov. Sarah Huckabee Sanders signed a new law that requires English proficiency by truck drivers. It also turns improper documentation into a felony for foreign-domiciled drivers. 

The law requires all truck drivers must be able to show they can read, write and speak English. To determine if a driver has exhibited English proficiency, law enforcement officers must learn if the driver:

  • Can converse with the general public
  • Is able to understand highway traffic signs and signals in English
  • Can respond to official inquiries in English
  • Is capable of making entries on reports and records

Drivers who cannot display English proficiency can be fined $500 for the first offense. That increases to $1,000 for all subsequent offenses.
